This is a third party Designer that came up with this and HBG made the chart to go with their ideas.

Welcome to the advanced technology expansion. This expansion was created to enhance an already great component in Global War Version 3—Technology. The goal of this expansion is to increase the historical flavor and add a variety of units that further diversify the strategies available to each nation. The expansion works best with the 1936 scenario, but an optional rule is available for the 1939 scenario. The new technology chart works like a tree. Once a player reaches stage 2 in certain technologies, they have the option to roll for one or both technologies available to them. For example, if you have reached stage 2 of artillery, you have the option to roll for stage 3 of advanced artillery, stage 3 of heavy artillery or both. If rolling for both technologies in the same branch, one major factory for each will be required. Heavy jet bombers are the exception. It requires two fully completed technologies before it is available to roll for.

1939 Optional Rule: Before starting the 1939 scenario, each major power will roll 6 turns worth of technology research for each major industrial complex in the 1939 setup.
