When purchasing an I-400 submarine, place an aircraft token with it. Once per turn, you may choose to strategically bomb facilities in land zones adjacent to an I-400 submarine. Place the aircraft marker in the land zone that is being strategically bombed. All anti-air attacks against this token get -1 on their roll, to a minimum of 1. If it is 1945 or later, or the Allies possess at least one territory in Japan's home country, Scramble may not be used by the defending player.
The Japanese had planned a raid on the Panama canal with two I-400 class submarines, but the target was changed to a naval base at Ulithi due to the pending invasion of Japan. The attack planes were painted with American colours to avoid detection.
