With this in place as an improvement from the prior type, then it were able to build all manner/types for vessels. The value for its locale increases to 5 now, too. Generally, this is where a 'Major Base' will appear, in addition of other sort, such as an 'Airbase', or 'Army Depot' and the like. They provide abundant security forces to prevent that from becoming captured easily/readily by enemy intents.
