Shipyard: Shipyards represent major naval construction and repair facilities. A Shipyard is always a naval base and conveys all the benefits thereof. Additionally the following rules apply:
Ship Construction: Capital Ship construction can only occur at a Shipyard.
Initial Placement: Place shipyards in the following locations to replace naval bases: London, Stettin, Marseilles, San Francisco, New York, Washington DC, Tokyo, Leningrad, Turin.
