Possible Rules to be used with marker (Note: these have not been play-tested)
Objective:
The Underground Resistance and Partisan Token rule introduces a new game element to Global War and Axis and Allies that represents the presence of underground resistance movements and partisan activities within occupied territories. This rule adds a layer of strategic depth by allowing players to utilize covert operations and guerilla tactics in their quest for victory.
Components:
Underground Resistance and Partisan Tokens: These tokens are small markers with an underground resistance symbol on one side and a partisan symbol on the other side. Each player should have a set of these tokens.
Setup:
At the beginning of the game, each player receives a predetermined number of Underground Resistance and Partisan Tokens based on the number of territories they control.
Token Placement:
Underground Resistance Tokens: At the start of each turn, players secretly place a number of Underground Resistance Tokens equal to the number of territories they control that are currently occupied by enemy forces. Tokens are placed facedown to maintain secrecy.
Partisan Tokens: Whenever a territory controlled by a player is captured by an opponent, the capturing player places a Partisan Token on that territory. The Partisan Token represents the remnants of the defeated player's forces and their determination to resist enemy occupation.
Token Activation:
Underground Resistance Tokens: During the Combat Move phase of their turn, players may reveal any number of their Underground Resistance Tokens in territories they control that are occupied by enemy forces. These tokens represent the hidden resistance fighters emerging from the shadows to conduct sabotage, espionage, and other disruptive activities.
Sabotage: Each revealed Underground Resistance Token allows the player to choose one of the following actions:
a) Destroy one enemy unit (excluding infantry) in the territory.
b) Disable one enemy industrial complex or infrastructure in the territory. The disabled unit cannot produce or repair units until repaired.
Espionage: The player may choose to gain knowledge about one enemy's planned combat move. The player can ask the enemy player to reveal one of their planned combat moves (excluding surprise attacks or special abilities).
Partisan Tokens: During the Purchase and Repair Units phase, players may convert their Partisan Tokens into actual units by paying a cost (e.g., IPCs or resources). The cost and available units may vary based on the game edition or agreed-upon house rules. These units represent the underground forces organizing into effective partisan groups to continue the fight.
Partisan Units: Once converted, the Partisan Token is replaced with a corresponding partisan unit, such as guerrilla fighters, irregular troops, or rebel fighters. These units have special abilities, such as increased mobility, enhanced defense in certain terrains, or the ability to disrupt supply lines.
Note: The specific mechanics, costs, and effects of Underground Resistance and Partisan Tokens may be adjusted to fit the overall balance and gameplay dynamics of Axis and Allies. The above rules provide a general framework to introduce these elements into the game.
