Global 40 Game: Cost=2, Attack/Defend=1, Movement=1, Cab only be placed on a Major Complex.

Rules for Use:

1. Recruitment (Purchase Phase)

Militia may only be recruited in territories you originally control that:
Have a factory OR
Have been contested or attacked in the prior round.
You may place 1 militia unit per eligible territory per turn.

2. Defense-Only Units

Militia cannot attack, move, or be transported.
They defend at a value of 2, but only once per round of combat.
Militia are always taken as casualties last unless no other units remain.

3. Garrison Bonus (Optional)

If a militia unit is present in a capital or victory city, the defending player may re-roll one missed defense die during the first round of battle.

4. Upgrade Option (Optional)

A militia unit may be upgraded to regular infantry for 1 IPC during your Purchase Phase if it’s in a territory with a factory.

Tactical Uses

Fill in lightly defended zones for deterrence.
Economically fortify key victory cities and capitals.
Absorb initial casualties to preserve higher-value units.

Optional Variant: Partisan Militia

When a territory is under enemy control, the original controller may pay 1 IPC to spawn a partisan militia during the Purchase Phase.
It does not recapture the territory but adds a defender in the next round if the enemy is attacked there.
Use the militia marker face down or inverted to indicate a partisan vs. regular militia.
