Project 23000E CV

Unbuilt proposal.

Project 23000E, commonly associated with the name Shtorm, was a Russian proposal for a very large aircraft carrier. Public models and promotional material explored possible arrangements for a future carrier force. A proposed carrier also requires suitable aircraft, escorts, bases, trained personnel, and the resources to sustain deployments. The scale of those supporting needs helps explain why a model or design announcement is not equivalent to a completed naval capability. Project 23000E belongs to planning and concept history unless tied to documented construction of a particular vessel. Russia’s Krylov research organization displayed the Shtorm concept as part of discussions about a future carrier. Reports of Russian offers to India connected the proposal with possible international industrial cooperation.
